Shenzhen will strictly maintain the ratio of natural coastline at above 40 percent in a bid to strengthen the protection of the marine environment, the Shenzhen Economic Daily reported Thursday.
The city’s top legislature passed regulations on the management of sea area use Tuesday.
The regulations, which will come into force May 1, set the ratio of natural coastline in Shenzhen at 40 percent, higher than the 35-percent bottom line as specified in the national decree.
The regulations also strictly limit the occupation of natural coastline by construction projects.
When such occupation is absolutely necessary, the construction projects shall be deliberated and approved in accordance with strict provisions. The natural coastline shall be restored in accordance with the principle of requisition-compensation balance so as to maintain the coastal landform and ecological functions of the coastline.
For construction projects that cannot meet the requirements, their applications for sea use shall not be approved.
Apart from key national strategic projects, Shenzhen will stop approving new land reclamation projects.
For key national strategic projects where reclamation is needed, the reclamation area and the length of the coastline occupied by single projects, as well as reclamation within the bay, shall be strictly controlled.
The regulations also make explicit the specific circumstances for the transfer of sea use rights and stipulate that the municipal marine administration authority shall formulate a catalogue for the examination and approval of the use of sea area.
The catalogue shall include public facility projects and major municipal construction projects that are to be implemented after being approved by the city government.
Projects listed in the catalogue may transfer sea use rights by way of application and approval. Other projects shall, in accordance with laws, transfer the rights by means of bidding, auction and listing.
The regulations specifically stipulate the negative list of the transfer of sea use rights and specify the seven circumstances under which transfer is prohibited.
Shenzhen has a vast sea area of 1,145 square kilometers and 260 kilometers of coastline.
